He's very over-tuned at the moment.
Riot has said that AP Kog is 'the definition of unhealthy champion design' and to expect nerfs if he's ever viable.
Riot's goal with the Ult change was to buff Marksmen Kog. The Ult change was in fact a minor nerf to Marksmen Kog. Turns out a strong execute and a weak poke is better than a slightly less weak poke and a shitty execute.

I don't disagree that AP Kog is more fun, but sadly Riot has made it abundantly clear that they don't want AP Kog to be viable. See: incoming AP Kog nerfs on the PBE.
If Riot reverted the most recent changes to Kog's Ult that would be much less crippling to AP Kog than knocking 0.2 off his E AP ratio.
