If a spell displays as a "Crit", one should be able to increase it's damage by purchasing an Infinity edge or using crit damage runes.
Randuins reduces the damage of these spells, It's not like it would do much for serious play, but it would certainly make toplane AD Soraka better, and isn't that all that really matters?
