It's a testing ground for bugs/glitches.

Riot doesn't give the slightest shit what you guys have to say about changes they've made on the PBE. They're not testing the balance of the champions they're changing. They're pushing forward "The next patch" to make sure it doesn't break the game. Spaghetti code is a legitimate thing, and it's similar to the butterfly effect. Sometimes changing Sona's AD from 49 to 50 can cause a tool-tip bug to happen on Mundo.

They're not testing balance.

A lot of people surprisingly don't understand this. Then they say things like "low elo players shoudnt be on the pbe since they know nothing about balance" >.>

Sometimes it is about balance, but it rarely, rarely is because so few people are playing on the PBE. Beta environments have never, never been about balancing. It's been about shit like the infinite illaoi tentacle bug.
