Zilean's Timebomb Uses the Old Area Casting system

When Zilean casts his Timebomb, he walks within range of the targeted location and throws it, instead of just firing it in the direction aimed and throwing it at max range. A lot of champions (Annie, Mordekaiser) have had their cone area-of-effect spells changed to use the new system, why make Zilean use the old?

I remember that old cone system. x)

But as you know it isn't like that. The old cones you would walk into melee of that point then cast. His is more of a fizz ult.

Whenever he casts his Q, it always reminds me of Xerath ulting.
