recovery and perseverance

going this both masteries on riven gives riven a hp regen of 8 at lvl 1 wich is quit huge ??? can 8 hp regen at lvl 1 called be trash regen like 3hp regen she normally have at lvl 1? it jumpes to 20 health regen when below 20 % health.. i dont know if its worth but i have to say she does not have trash regen if she goes this both
