Is Galio still a very niche pick? How is he in-game with the new masteries and all the minor buffs
More specifically how does his W (bulwark) interact with the new shield and heal masteries?

Why do you have to ask if the 8% more heal thing works on galio. Of course it does it's a heal, 8% more healing from taking damage while w is up. The best thing about the new mastery system is facing champions such as brand who need deathfire touch because it works with his w, but other then that Galio doesn't benefit as much as some other champions from the mastery system. Like every other champion hes kinda forced to get thunderlords in this patch but he doesn't have the most synergy with that mastery as he is melee and has to use his high mana cost spells to proc it which is tough.

I didn't ask if it works on him I asked how it interacts. There is a clear difference.
Like I said in the comment. It does exactly what is says it does. Why the hell wouldn't it? It says clearly that it increases ALL healing and shielding on yourself by 8% that includes galio's w. So therefor you can conclude that of course it works as it says on the text, if you want someone with personal experience to say so then here it is. "It works that way, I've tried it" -Halloweendeath. If you've played more then 3 games with galio then you've purchased spirit visage and know how increase healing with him works as well.
Until they fix his abysmal mana costs, he won't be viable. But, if they fix his mana costs, then no laner will beat him.

So he's either not viable or broken? What a sad spot to be in..

In my opinion, at least. With a 300 base damage Q and a W that makes him tanky beyond belief and heal, there's not much many AP's that could beat him if he wasn't gated by insane mana costs. And also building the stat that counters AP even more all while gaining AP hurts.
Generally Galio is actually just fine as a regular pick if you're willing not to let yourself get pigeon holed into single build mindsets. Since his ult is no longer effected by Tanacity he's been much better, though i liked him personally even before then. He's not as build specific as most mages, which is a strength for him. Even in the early game
is a fine opening option as standard

Going Tank, Tanky AP or Full mage are all valid options and the list of items Galio can benefit from passively or directly is much higher than any other mage in league currently.
His Bulwark does interact with the new healing mastery(increases his self- healing, W is a buff not a shield so their is no shield interaction), and there is mastery that can help somewhat with his high mana cost in the early game but i feel like it sacrifices both tankiness and power, making it less appealing.
