I absolutely enjoy playing him and I almost win my Lane every time with that guy. But then i can't figure out how to carry with him, his low range is really giving me problems. Meanwhile i go 0/2 as Ashe/Jinx in laning phase, get zoned and i'm still able to deal huge amounts of damage without any risk.

Imagine a rotating door.
Every time the door comes around, different AD Carries come through that door (a META).
Now imagine you're a Rioter watching that rotating door.
Every time different AD Carries come through the door, snap one of their bones.
Notice how that AD Carry doesn't come through the door again.
This is basically Riot's balance philosophy, and each time that champion eventually comes back into META they're a bit more hobbled and weak but because everything else has also been gimped they're the least-worst AD Carries for the job.
