Does press the attack stack?
Like if the support and the adc both take it, how does that interaction work?

I would say test it.
I want to say that No, it doesn't but all you can do is try and see. I would recommend doing so in a custom game, so as not to get flamed by those in Norms or Ranked that will doubtlessly find fault with both a ADC and Supp taking Press the Attack as their main Rune.
