Quinn Winrate

So how come Quinn has been sitting at one of the highest win rates for most of season 7 but aside from bug fixes, the last time they touched her was 7.9? I don't really have a huge problem when I play against her so this isn't really a complaint post, I'm just pointing out that it's been a long time since she was touched and champion.gg says she's had >50% win rate since at least 7.13 and as of 7.17 has a 56% winrate.
