I am having issues climbing, my MMR is lower than it should be for my ELO. However I keep winning games but the more my LP goes up it seems like the more my MMR stays the same or even decreases because it should be even higher at a higher LP. Any help would be appreciated because winning just seems to make it worse :(

there is no way to know your mmr. It is something only riot has so you don't know what it is. Yes, there's websites like op.gg that estimate what it is, but that's not definite
looking at your match history, you seem to be alternating between wins and loses so your mmr won't raise very much if you only keep a 50% win ratio.

The MMR system is designed to keep people stuck at a particular elo, which is why people make smurf accounts. Once your MMR gets nasty low like 13/14 per game, RIP because even if you win 10 out of like 12 games, then go 10-10 after that you'll still be stuck with about +16, -19 per game. You gotta win an insane amount like 18/20, or 34/40 to get it back into the +20 something range, and that's usually just not possible unless you skill level is 2 elos ahead of where you are.
