Rod of Ages vs Hextech GLP-800

Rod of Ages is 300 gold cheaper, and grants 200 more Health + 20 more AP than GLP-800 at max stacks. Its AP becomes equal to GLP's after 5 minutes have elapsed.

RoA also grants the same amount of Mana as GLP when fully stacked.

Is it just me, or does RoA seem to have the short end of the stick here? You wait 10 minutes for an item that's only slightly better stat-wise than GLP-800 and has no active.

I don't actually play anyone that builds either item, to be honest. I just like reading up on what things do.

RoA's clearly the better item if you don't have any real need for the active on GLP-800, but it just seems like RoA could give a bit more in terms of stats for the wait involved. Particularly in terms of Mana.
