Unique Passive - Lament: Attacking an enemy champion causes them to deal 2% less damage to you. This effect stacks up to 5 times, and attacking a new target resets the stacks (stacks fade after 10 seconds of not attacking).

(This effect is applied like Vayne's Silver Bolts in regards to interactions with things like Runaan's.)

I mean, PD already gives the best raw stats of all the Zeal upgrades while being cheaper than them to boot. An instant 12% damage mitigation from whoever you attack is rather excessive on top of that.

Having to actually be dueling someone to get the full effect of the mitigation seems like a logical step to me. Plus, seeing as it gives the most Attack Speed of the Zeal upgrades anyway, it's already designed to hit things quickly in a short time anyway.

(Also, why are the two passives on PD named? There are no other items in the game that have either passive...)

TBH for an adc phantom dancer is the lowest damage. it's nice it has 5% extra attack over the second best... but the others all have extra damage on their passive effect that just puts phantom dancer to be on-par. IMO right now all the zeal items are equally viable as a whole, and some champs work better with some and others with others.

That's good idea, but imo final effect should be a little better, to compensate. For example make each stack 3% with up to 5 stacks.

It's cuz ADCs need raw AD to deal dmg, with exceptions however. A larger problem is when Bruiser builds abuse it, the most problematic one being Yasuo. He gets a PD and is at a ridiculously high crit chance due to his passive. The dmg reduc only furthers his "tanky while dealing dmg"(aka bruiser)ness.

That would make it even better for AS bruisers compared to ADCs. As a squishy, you need the defence immediately or you get blown up.

not that full phantomdancer would be viable but still grabbing 2 of them would give you alot of power if the passives werent unique

Have to have unique passives otherwise you could build multiple of them and stack the passives.

It has the highest offensive stats because the passive effect is not offensive in any way, shape or form. Compared to all the other Zeal items, it is the only one with a defensive/utility passive. Cannon gets a range extension and bonus damage. Shiv gets burst AoE that crits. Hurricane hits multiple targets and applies on-hits and crits to all targets.

Dancers give you a defensive boost against one target and increased movement speed if an enemy champ is within Average Marksman Range of you.

Making the defense bonus stack up to full effect and switch whenever you change targets is not balancing it out, it's making the one reason you would buy it worthless. Nobody would buy it after that. Not that you care, since you're actively trying to get Phantom Dancers nerfed, out of all the items in the game.
