Is there a reason Gnar's Hyper doesn't have an on-target cooldown?

I mean, looking at the ability:

  • Stacks are applied by both Gnar's autos and his fairly long range slowing Q.
  • Deals a significant chunk of %HP magic damage on a champion who otherwise deals physical damage.
  • Grants Gnar a fairly significant speed boost every time it's triggered, which is kinda amplified by his Q also slowing you.
  • Doesn't require Gnar to build any specific stats to make use of it to its fullest.

Is it just that Mini Gnar is "weak" enough to justify Hyper not having even a small cooldown per target, or is it because it's a ranked ability rather than an innate? I say that because, overall, Hyper's kinda like Ekko's passive when you consider Mini Gnar's overall functions, in that it's a 3-hit effect that deals a good chunk of damage and can haste the user, and can be stacked by a skillshot Q that slows targets.

Gnar can only get so many Ws off until he transforms. I like think that's why, but I honestly wish it didn't have to be % health damage

It should, considering his ranged form already has almost no weaknesses against staple top laners.

It's cause he can only proc it so many times and adding a cd would gut him at this point.

Why. I'll tell you why. Darius exists. You remove Gnar from viability and Darius is pick or ban. Darius shapes the meta so much even though he may not see that much play it is ridiculous.

Also mini-ganr sacrifices like 15 in armor and MR for his strengths and has one of the lowest base hps. Which is really huge especially in the early game.

Gnar and Ekko are two completely different champions. Ekko has a cooldown on his innate because it has a slow attached to it, so that he doesn't get to perma-slow enemies purely through autoattacks (he still kinda does that, though). He's also an assassin whose power is generally meant to be focused around specific bursts. Meanwhile, Mini Gnar is a marksman who's supposed to be autoattacking as frequently as he can. He's definitely not weak, but he also has a limit on how much damage he can apply through Hyper, since he'll eventually turn into Mega Gnar.

Same reason why Vayne's w doesn't have one either, but then again Ekko has one so I'm not sure why don't all champs like that have one.

It probably doesn't because gnar is not as good when in his mini

He needs to have Hyper to run faster to chase and charge up his Mega Gnar He can position himself and turn Mega Gnar for an amazing ultimate which basically make gnar who he is

The reason is because Gnar is a lane bully, therefore the counterplay to his main harass tool is not "wait for its CD", it's "back the fuck off and don't CS"
