Some Slight changes to Singed

So, I am a big fan of Singed, always have been, but lately he seems a bit out of place. To remedy this I have some ideas for changes to Singed.

First off, his Passive. While gaining a health bonus is great it seems a bit lacking when compared to a lot of other Champions nowadays, I propose we add to this. When standing in your own Poison Cloud Singed gains a HP regain bonus equal to 1.5% of his Max Health, this bonus is only in effect when Singed is not taking damage from enemy champions This gives Singed some well needed Sustain and opens up some new possibilities in Laning and allows him to still be viable against newer champions.

Second some Q changes. Singed is built around his Poison Trail skill, its the skill that matters to him, the only issue is its useless unless the enemy is behind Singed... lets fix this a bit with a slight change Singed now spews a poison cloud out from his entire body instead of just behind him. If Singed is stationary the Poison cloud will grow in a 360 degree circle around him up to a range of 400 instead of just staying still. To compensate Poison Trail will now only last for 3 seconds in opposed to 3.25 seconds This was something that bugged me about his Q, you only punished players behind you, you could only farm with it if you ran in front of the enemy. The Poison Trail Mechanics in general just didnt make sense, why was it stationary, why did it turn into a giant massive blob over my character when I stood still, I figured a 360 degree area would make a bit more sense all while not being TOO OP. Sure we will have slightly thicker Poison Trails, but it wont last as long.

Some tweaks to his W. Mega Adhesive is a very useful skill for Singed, the slow is great for catching up to opponents, initiating, or even killing off stragglers after a Team Fight, its a great utility to Singed. To compensate for some of the changes to Singed lets nerf this skill just a bit while buffing it at the same time. Mega Adhesive now deals 1% of the enemies Max Health as long as they are standing in the AoE, this 1% does not Scale at all and is treated as Magic Damage, The damage will proc Item effects such as Liandrys and Ludens, if an opponent shields this damage the Slow effect DOES NOT PROC.

This change will allow smart players to effectively protect themselves from Singed's Slow

Some changes to his E Singed's E is pretty important, it can keep an opponent in his Poison cloud, pull enemies out of a Team Fight, or even throw squishies into a group for an easy kill, even still, it seems out of place on him. Lets replace it. Fling is replaced with Death Cloud. Death Cloud will instantly spread a poison cloud in an area of 600 around Singed. Death Clouds Damage will scale off of Poison Trail, it will have a cooldown of 30 seconds when max leveled. Death Cloud will apply a new debuff effect on enemies within the cloud. Death Cloud will only last for 2 seconds at Max Level. New Debuff will be called Neurotoxin, While under this effect opponents cannot benefit from Health or Mana Regen they are also slowed for the duration of the effect, the slow slowly increases from 20% to complete Paralysis over a period of 15 seconds. The stun at the end only lasts for 1.5 seconds. Opponents will only feel the full effects of Neurotoxin if they stay in the Death Cloud for the entire 2 seconds, if they do not the increasing slow effect will only last for 7 seconds and will not end in Paralysis. Death Cloud will have a different color compared to Poison Trail and Singed will NOT gain the Health Regen effect from his Passive from Death Cloud.

Replacing Fling was pretty much a guaranteed thing, the skill (while still being extremely useful) made no sense from a Character aspect, It was odd, clunky, and just plain strange. There were other champions that could throw opponents that were more effective at it and made more sense from a character aspect. Call me Crazy but a Mad Scientist throwing Champions all over the place just didnt make sense to me.

Lastly Singed's Ult Insanity Potion is an odd skill in general, its Bonus Stats are pretty nice, and the Regen effects from it are useful, not to mention, you aren't punished for using it at the wrong time, its just one of those skills you can usually pop whenever... I suggest we Rework it. Insanity Potion loses its Cooldown and turns into a Toggle effect. While under the effect of Insanity Potion Singed gains a whopping 70% AP bonus, a 30% movement Speed Bonus, and a MP Regain bonus equal to 15% of his max Mana, the downside, Singed loses HP equal to 5% of his Max Health every .5 Seconds and he is under the effect of Grevious Wounds for the Duration of the Ult. After toggling Insanity Potion off Singed will suffer from a 30% Slow, halved HP regain, No MP regain, and a 75% AP loss for 5 seconds. Insanity Potion was one of those skills that bugged me a bit. It had no drawbacks and wasn't too useful at the same time, it was something you would pop to initiate or to chase and that was it, not to mention there were no drawbacks to using it. This rework to Insanity Potion will let players think a bit more before using it, while making it more useful overall... Plus the Drawbacks make a bit more sense compared to his old Ult.

Edit Lowered the Health Regain from his Passive, after checking out some other champions, the original 5% seemed a bit too high.

Death Cloud no longer negates Life Steal, Spell Vamp, or Healing abilities, it now negates Mana Regen and Health Regen

I dont like mega adhesive doing damage i think that skill is fine but what popped out most to me was the debuff about not healing i kinda like but i would like to move it to the ult so it added a buff to your poison trail when you used your ult. To me the fling makes sense cause i see singed as a crazy scientist that pumps himself full of steroids and basically runs around on roid rage throwing people all over the place. I also wouldn't say the ult isn't useful thous states make a huge difference in a fight and since singed has such a rough early game i see as being able to drink his go-go juice often a proper strength

Mega Adhesive doing damage and replacing fling (heck, TOUCHING fling is a massive no-no) are both no good, especially since they changed it so that fling roots champions if they land in his pool, the two skills have amazing synergy these days.

The problem with Singed remains with his Q and R, rather. Your suggested Q change is probably on the right track but I don't think it working exactly like that would be best. Just having it affect champions directly next to him would be fine and would allow him to be that much more aggressive in lane as opposed to hoping the enemy laner makes a poor positioning decision. Also I really think Singed's Q needs to do one more tick of damage. As it stands, Specters Cowl completely invalidates your damage early game. One more tick and then follow up changes to its damage would likely put his Q in a more modern game spot.

Second, his R. It's not a bad ult, rather it's always been lacking since they removed the tenacity on it back in around 2012. Back then, every champion and their mother didn't have knock ups and perma slows and that free tenacity made him impossible to catch when proxying. But these days, tenacity is much weaker now that "True CC" if you will is much more common (and frankly necessary) on teams. Putting that tenacity back on his ult will free up his boot choices again without making him obscenely slippery.

His passive is fine, honestly. It allows Singed to build RoA/Seraph's Embrace/Frozen Heart to great effect. I still enjoy RoA Stacking to this day from time to time (back in the day, the way you built singed was item 3009 item 3027 item 3027 item 3027 item 3027 item 3027 )
