Remember that they're reverting the nerfs on Zed's ult in this same update.

Zed is still on a perma ban WHY RITO
because they pull changes periodically so people focuses on different set of changes at a time? it's the pbe, it's supposed to be a testing ground, they tested zed enough it's my best guess.
Because they are taking 10% of his damage away and they are also hammering the scaling? You realize he loses 10% of his Q damage and 200 scaling damage on the ulti.
