Can we nerf how strong red buff is early ?

ive seen ezreals and multiple champs miss absolutely every skillshot but manage to aa me once or twice and it will be bye bye 35 percent of my hp either forcing a flash or for me to get damaged even more.

people legit take level 2 on twitch/ez/ any fucking jungler and run top and pretty much always come out on top .

can we lower its damage in the early levels?

its hard to ward level 2 when there is a creep wave and an ezreal waiting in a bush to outplay you with his 200 damage q which can be used 3 times in under 7 seconds.
