Why does Dragon still exist if the game time is being cut so much?

So I like the idea of a faster game pace and I know the game is in a bit of an incomplete state, but given that Dragon is meant to be impactful if you control it for 40-50 minutes why does it still exist in its current form? With how fast games are going with the bit of global gold coming from kill bounties and the overinflated global gold from towers I've never seen more than two dragons taken in a game, sometimes people will go for baron but even that's rare. But really you'll never see games last long enough for the 3rd-5th dragon to impact the game... what purpose is it serving in this new meta?

I actually liked the longer game times, I just think they need to find a way to make them less passive. Snowball victories are kinda boring no matter which side your on. I much prefer a close match.

The meta isn't set in stone. this is the pre-season, basically an open beta... things will change, things will be balanced and things may even be removed or added...
