Ornn probably has the worst scaling of all champions
We have a lot of reasons to point to why Ornn is sucking so much, delays on abilities like Q/R, small base damage, a passive that's only useful out of combat or super late game...
But the thing that makes the least sense is probably his scaling. A normal tank will have a primary of AD/AP and maybe some HP scaling, but lets check out what Ornn is doing.
Q: Physical damage. 100% AD scaling W: Magic damage. 12% hp scaling for shield E: Physical damage. 30% Armor, 30% Magic Res scaling R: Magic damage. 20% AP scaling
So this is all over the place. There are champions with hybrid scaling like Shyvana, Kayle, and Kog but they at least have a primary damage source (Shyv/Kayle more magic, Kog more AD) and AS will scale both. There's no item that will scale everything in Ornn's kit, you're definitely incentivized to build full tank but while a Maokai or Amumu or Gragas will be able to build Abyssal Mask for late game if Ornn does it his Q and E continue to ticke people. R scaling is pathetic and while Q scaling is good you don't have the AS or level of physical damage to justify items like mallet or black cleaver.
Like I know you like random hybrid scalings Riot, it sometimes makes for interesting builds like healbot Xin Zhao and whatnot but this champion has his power budget focused on late game with the item upgrades yet he can't scale into late game since tank builds mean he has low damage, damage items scale only one part of his kit, and penetration doesn't even synergize with everything. If you don't want to add more ratios at least make Q or E deal magic so he can combo sunfire and abyssal mask and be efficient.
. Any other items are pointless.
