I don't think the armor pen has suddenly started stacking again. So there are a few options. Two better explanations would be: 1. new - have no clue what they are doing 2. It gives a lot of hp and 20%cdr - run the rune that gives extra ad for excess cdr and the 20% extra each cleaver gives = 24 ad -- thus cleaver becomes a 64ad and 400hp item. Still not a good reason to buy, but it is a reason.

Because everything else is shit for bruisers and it's an attempted bandaid build to fix that, it's cheese but it's one of the better options for some which is really sad.
