Can we unlock champions from these champion shards?

Or are the used for something else?

It says "unlock champion permanent," but I'm under the impression that a "champion permanent" is a different object that doesn't involve unlocking the champion for play.

Is there some way to use hexi shards to actually unlock the champion of the shard? Like so that the champ can be played in a game?

a champion permanent, like a skin permanent, gives you the champion in question as if you'd bought it from the store. You just can't use refund tokens on champion shards upgraded into champion permanents.
