Suggesting for proper buffs for LeBlanc & Talon, after the silence nerfs

Well yes, everyone was pretty raged up on why Riot would remove the only crowd-control which enables both of their favourite assassins to have safe laning with excellent pokes plus a good escape with minimum risk. After the silence removal, face it, both assassin's laning phase is kinda shiet now. As we all know, Riot's purpose of removing silence is just to let the opponents have "counterplay", that's it. That's why they weren't pretty much targeting other types of assassins for nerfs like Zed & Akali(before patch 4.18 I mean). So, I'm proposing a buff for the two assassins to have their own safety laning phase, but not as safe as silence, sorry. New kits are in bold.

LeBlanc:

W- Distortion & R- Mimic Distortion

Dashes to a target location, dealing 85/125/165/205/245 (+60% Ability Power) magic damage to nearby units.For 4 seconds, she can activate Distortion again to return to her starting location. After dashing, she takes 10% reduced damage for 1 second

Talon:

E- Cutthroat

Talon teleports to the far side of his target, slowing them by 99% for 0.25 second and amplifying Talon's damage against the target by 3/6/9/12/15% for 3 seconds. After teleporting, Talon takes 15% reduced damage for 1.5 seconds

Yeah, just IMO, these two should have this type of exact same buff for counter-defence whenever the two tries to go all-in for a single kill with a teenie minimum risk similar as Katarina & Akali(again, before the patch 4.18). Many of you say this is unnoticeable, but let's face it, Riot is NEVER going to have any such buff for "safe assassin laning phase" ever again.
