does reporting someone not put them on a list of players you DO NOT want to play with? or is that some magical land where the matchmaking system makes sense. lost plat 1 because of that useless fkn tit jungler

My solution is to wait a bit after playing with a terrible player to increase your chances of not being queued up with that player consecutively.

Reporting someone as unskilled means you aren't placed with him again.

personally i would like to be able to not report but just say "i rather not be matched with this guy on my team, or in my game option". i know it is very complicated and probably impossible but would be nice.
