Lucian? Lane Bullies?

Is there anything going to be done to make Lucian better without making him pick or ban? He's been in the dumbster since worlds. Also waht about Caitlyn? Is there anything that will rework or help lane bully adcs? Because unless its MF or Draven the others are all underwhelming and MF just got nerfed.
