Slight buff to Tiamat Garen please

I have been rushing Tiamat on Garen for years.

When a player currently uses the active, the player will deal a splash damage that is centered in the direction that they are facing.

Garen can use the active while he is spinning as well, however, it locks you in place and the splash damage can have a clunky center at times. Here is what it looks like: https://youtu.be/QyveAAzw-9w?t=17s

Can the active remain the same while you are not spinning, but while Garen is spinning, the active is centered upon his body. Furthermore, the active does not lock him in place.
