Has Plat always been like this?

I know there are trolls and what not in every elo but it seems like there are an exceptional amount of them in Plat right now. I can't really climb or work on getting better because it seems like every other match I've been in has had an inting player or extremely toxic player that refuses to work with the team. Then the whole team tilts and start flaming each other. This last match I had an olaf top that died to his laner twice by the 5 minute mark, then they went bot lane after saying GG top open going bot now and started to take cs and died there too and still came back after spawning and sat in lane taking cs. How are players supposed to get better if the elo is filled with players like that and reporting them does nothing? and it's not like that was the only match this happened in. I've had it happen several times now. I just want to be able to play and practice and get better with people around my skill level without things becoming one sided through means of inting players and them tilting the whole team.
