When are the Syndra nerfs

Syndra is oppressive in lane, has easy waveclear, and is strong in most if not all matchups in the mid lane. She has waveclear that rivals pre-nerf Viktor E and a point-and-click nuke that rivals pre-nerf Veigar's R.

Start by reducing the AP ratio on her Q by 5-10% and give it a scaling down CDR (max rank 6 seconds) instead of the stupid 4 base cooldown at all ranks, decrease the large radius of her Q hitbox, and increase the mana cost per rank by 10 mana. Next, nerf her ultimate so that it's reliant on skillshots landed rather than how ever many Qs Syndra throws out before point-and-clicking a carry to death with one ability or give her ultimate the Veigar treatment.
