Sudden Impact Rune needs changing

Partially a follow-up to Riot Support's suggestion to post my suggestion on the Boards-

Sudden Impact is a rune that seems pretty good- because it is. It grants +10 Lethality or +8 Magic Penetration for 5 seconds after damaging an enemy champion after using a dash {{summoner:-1}} , blink summoner 4 , teleport summoner 12 , or after exiting from invisibility or camouflage, with a cooldown of 4 seconds after expiration.

For some champions, such as Kalista, this mean that the rune is constantly refreshed, meaning for that most of the game, Kalista actually has +10 Lethality when fighting champions. Since so many champions have dashes, blinks, invisibility and/or camouflage, I decided to list out roughly how many champions could use the rune effectively (In the linked tweet I forgot about Kayn).

These are mainly champs that can possibly utilize it efficiently (don't blame me for soloq losses if you try these out): Akali, Camille, Corki, Diana, Ekko, Evelynn, Ezreal, Fiora, Fizz, Graves, Hecarim, Irelia, Jarvan IV, Jax, Kalista, Kassadin, Katarina, Kayn, Kha'Zix, Kindred, LeBlanc, Lee Sin, Lissandra, Lucian, Nidalee, Nocturne, Renekton, Rengar, Riven, Shaco, Talon, Teemo, Twitch, Vayne, Wukong, Xin Zhao, Yauso, Zed, Zoe.

That's 39 out of 139 champions. Over 1 out of every 4 champions can effectively use this rune. I feel like if the cooldown shouldn't at least be extended and the base lethality bonus added or subtracted, then definitely it should probably be reduced to a wide spread of champions.
