HandheldBrandon1 votesOf course they have but every single release of Icons or ward skins except for the ones on holidays (For icons) have costed Rp and they have released a total of 5-8 icons/ward skins total that can be bought with IP.
Aeolian Melodies1 votesThere are free icons and free ward skins. You gotta earn them (victorious skins/wards/ranked icons).
Also many icons are awarded via participation in game event.
EDIT: forgot to mention there's a metric fuckton of base icons for free.
HandheldBrandon1 votesMost of the icons you can get right now were in the game at release except for the few holiday/event ( less than 6) and the end of season ones could be earned and the occasional one (about 3-4 in total) could be purchased with IP. Ward skins has maybe 1-2 that were available for IP and the rest have been RP.
