there's no counterplay aside from getting outside of its casting range (which is enormous). The base damage is huge for the initial hit, especially since it has no counterplay. although i would agree, the mana cost is also very big, however defensive mana items are too easy to come by.

There are way bigger problems in the game right now though.

As a Nasus player myself, I can tell you that traditional Q max Nasus is far superior to E max Nasus. E max Nasus delays his power significantly. I only ever use it in lanes where I can't farm comfortably, for example, against ranged champions like Teemo or Jayce. I always pray for a lane where I can play him traditionally. E max Nasus is too dependent on your team doing well. If you get a team of feeders as E max Nasus, you're not gonna get strong enough in time to turn things around.

In terms of laning effectiveness, I guess it's kinda broken but Nasus can't do Nasus things in that lane which is great enough a tragedy to offset that brokenness.

Also, I don't think it should be nerfed. It is the ONLY way to not lose lane vs Heimerdinger.
