Please remove Rylai's Crystal Scepter as a reccomended item for Vel'Koz.

It's simply not worth it from him. Yes, it's 100% gold efficient without the passive, but he simply cannot utilize the passive much. His Q slow is stronger, his E suspension is 1 second, negating the slow, and his ult already has Rylai's slow built into it. The only ability that he can use it with is his W, which is his waveclear option. You're much better off buying these items on him: item 3151 item 3157 item 3165item 3905 . Just check out Azzapp, a former Challenger Vel'Koz OTP. Not only does he never recommend or talk about Rylai's in his guide, he never builds it. So please remove it from Vel'Koz's recommended item page, as it's just a noob trap at this point.

the slow on your W makes it easier to land other skills, it might not be the most efficent for a skilled vel, but for someone learning, its a handy tool

Rylai's is an ok item on velkoz it helps you land all your abilities more efficiently especially the ult

A lot of champions have item list recommendations that aren't up to date, like Shaco and Talon.

Same thing with item 3151 on Evelynn.
