Is there any ways of getting specific player icons? or do players have to rely solely on RNG.

I play Twitch, and i love everything about twitch's champion design, the way he walks and talks, and i play alot of him, so i just wondered if there were ways to acquire any of the rat icons. Also, I think there should be more icons for Twitch. ~Karnifacts
