Would it be a bad idea to Strip Numbers (or considerably nerf numbers) from DEF/ATK items?

I strongly believe if you want to be tanky, Build Tank, If you want to deal damage, Build Damage.

Champions shouldnt be dealing 100-0 level amounts of damage with a spirit visage and sunfirecape. and no champion should be able to just waltz into a 1v3-5 get a kill and waltz out building Ghostblade, deaths dance with still above 50% hp. when a normally offensive champion wastes 3-4K gold on a defensive item, you should be able to feel the Lack of damage there, Same goes for if a Tank wastes 3K or so On a luden's, or something that gives 0 Defensive Stats, he should feel less tanky, and shouldnt be continuing to scale into taking 0 damage when they stoped buildign tank, and are continuing to deal more and more damage without building it too.

So Shave Down the offensive numbers from tank items, and shave down the defensive numbers from Offensive items, (obviously keeping an item or 3 for the Bruisers, and people who want to slightly splice, but make the differences visable.

And if you have built 100% tank, you should be able to kill someone who has Bought 0 defensive options(because it shouldnt take alot too), And if that person has built 100% offensive, they should be able to kill you (because thats what they are suppose to do, kill anything and everything if they play it right) , and let it be based of how the 2 play, and what champions they pick, and the decisions made be the difference.

(Second note, although didnt want to make second post for it) Also can we not reward players for simply playing the game, if you want a lead, you should have to get it with making decisions and risky plays. you shouldnt be getting a lead cause you missed farmed for 30 mins while losing your towers. If you are doing nothing, you should get nothing, if you go in, make a bad trade, you shouldnt be able to wait 4 seconds and have it turn into a good trade because you literally Afk'd for a bit and didn't interact with anything. (looking at Garen W passive, and Passives similar to his) and yes, this second part is more so a Garen hate portion. Yes i understand he's meant to be basic, and is suppose to be a learning champion, but people should also learn that standing around shouldnt get you stats and help you win lane, being proactive should win it. Skill expression and Decision making should win you the lane/game, not because i sat 50ft behind my tower but its okay because come 20 minutes, with 100 cs behind and 2 items down they shouldnt effect the game like they have been even all game. No champion should be able to do that.

Stripping numbers from items isn't the right way to go about things, the whole stat system needs to be rebuilt from scratch...crit is too easy to cap, ad and ap don't scale the same annoyingly, attack speed is wonky for a lot of champs (some champs won't hit max until 5 items, others can cap out at 2-3 items, armor pen/magic pen are too strong and there is too much % dmg in the game
