How do I deal with this?

I end up with feeders all the time, people who after ganks 2-3X successfully still end up 2/15 in less than 10 minutes I yell at them for feeding because I Get frustrated. IF i afk I get banned, if I yell at them I get banned. Nothing happens to them though nope. Not at all.

If you think they're trolling, just ignore them and report them at the end of the game. If they seem to be actually trying, then there's nothing you can do, but it's extremely unlikely that EVERY game you play has EVERYONE with 15 deaths at 10 minutes.
