Did you name this item item 3107 based on the fact that you feel you need to be redeemed for last season Riot?

Well, if so, I think it's aptly named, because this is exactly the kind of item that makes playing a supporty style incredibly rewarding. Now, do I think it's ballanced? Hahahaha... No. When I can build this item first on an otherwise full AD Jarvan and get better results than rushing a Hydra, then I think it might need a bit of tweaking, but I absolutely want to applaud the direction of this kind of item design. Where I think it fails isn't in the glorious active of the item, if anything, I can think you can make that EVEN stronger, but I think it's overpowered because of the passives it gives to other kinds of shields and heals.

The reason it's so fucking strong, is because when I combine the shield boosting with strength of the colossus on a champion like Jarvan or Vi, I can get an absolutely massive shield, combined with the ability to 100% hold somebody down in the active AOE, followed up by a heal for my escape.

It turns any initiator with high base damages into an assassin, but not because of the active, because of the percentage passives.

I understand the idea behind that, you want some kind of scaling that doesn't go off stats but off of skill levels for champs like Janna and Karma who have low scaling of AP anyway, but you didn't count on players abusing those scalings for selfish shields and heals on champs who will be making solo lane money.

But I'm sure you already know that, so all I'm here to say is keep the active just as strong OR STRONGER, just tune down the hilariously overpowered passives on this item. It's the active that makes me wiggly as hell about this item, but it's the passives that make me rush it every game for easy peasy lemon squeezy victory.
