Boots

So I've been thinking lately why phantom dancer gives the ability to walk through minions but they don't have a set of boots that can do the same. I know from a gameplay standpoint cheaper boots with this ability would be a must have early game but couldn't they then build into PD to explain the 5% movement speed increase? This is just my thought any insight or comment would be interesting as well as your thoughts and opinions
