Idea for a Tear change

So, Tear. It's not a great item, only being built on like 5 champions because so few fit into the category of 'need Mana, but can spam spells constantly'. Even champs that should theoretically love it, like Kass and Xerath, rarely build it. At the same time, however, you can't exactly buff it, because every single champion it's used on is either in a good spot, massively problematic, or both. So how do you make Tear good for more champions without breaking Cass and Ez?

My idea is to change the way Mana Charge works, to this:

Mana Charge: Gains 1(Tear, Manamune)/2(Archangel's) stack(s) every second, up to a maximum of 25. Spending Mana consumes charges equal to 10%/20% of the Mana spent. For each charge consumed, gain 1 Mana. For Manamune, basic attacks also consume up to 4 charges.

What this would do is make stacking Tear more viable on champions with high Mana costs but less spammable abilities, while changing nothing for the champions who build Tear currently, as the maximum stacking speed hasn't changed.

Heya, I do like this Idea but oddly enough except if you really want the active you can build the Tear later in the game. I build the item 3003 later in the game (at first I build it as the first item or after item 3802 ) then I saw that I didn't need the active that much so I started to build it later on like item 3165 item 3157 item 3020 then item 3003 but your idea still seems nice-ish. I want to try it before saying anything more cause that seems weird to me.
