The Largest Problem: Ranked System

The current ranked system (if you didn't know) is based off of wins and losses to gain LP. Only a small portion of it is actually based off of personal performance, which can get you more LP gained per win, less LP lost per loss, skipping ranked tiers, etc. What it doesn't do is put you with people that have an equal performance, and NOT just in the same elo. If Someone is Silver 2 but their personal performance is on a Gold 1 level, then why aren't they placed with better ranking teams than around Silver 2? This is a huge reason why "elo hell" is such a problem. There is many people who ward, cs, know how to make plays, know how to build, etc., yet can't escape their elo because they can't carry their team. You shouldn't HAVE to carry your team. One easy method is to expand the ranked system once more. Add more tiers than Bronze-Challenger. Specifically, add lower tiers, so that Bronze isn't a huge range from good players to players that went 0/50 in all their placement games. The League of Legends community has expanded, so the ranked system should too.

Actually, NONE of the ranked system is based on your personal performance. It's only based on whether you win or lose.

Actually, virtually no portion of it is based on personal performance. Its 100% win/loss. Also, if someone in Silver 2 is on a Gold level, then they will indeed be playing with Gold players. Its all dependent on your MMR.
