Riot, Please look at the state of the Haunting Guise

Guise is a wonderfull item that, a lot like the Brutalizer, offers great power at a ok price. It gives you decent ap, some health and massive magic pen. But the item it builds into, is so week on some champs. Many champs want the magic pen that it offers, but on many its not worth the buy. The only champs that this is a good item on are Malzahar, Zyra, Rumble, Swain, Fiddle, Cassie, Teemo, Brand and Anivia. The passive is great but only these champs can use it to its full effects. Vlad, Kennen and Kaise build it, but unless they build Rylais it not that great. Many champs need the magic pen, but the 50 ap (The worst legendary item, as far a ap ratios go) and the extra 100 health for the 1200 gold is not worth the price. And if the amount of gold does make you give up on buying the item, the passive will. Everytime I see a Lb, Kat, Kassa, Akali or Fizz build this item, I want to cry. I know that they need the magic pen, but the passive is so useless on them, and its the passive that makes this item be so expensive. Champs that are burst champs are not suppost to buy this item, this is a item made for DoT or high DPS champs, not 100 to 0 champs. Why would they need a item that takes 3 seconds to do damage ? When any of them use their full combo, you are not even suppost to be alive for more then 3 seconds. But in reality, these champs need this item. What do I suggest ? Riot, I suggest that you make another item that builds out of the Haunting Guise, and give it a passive that the other champs in league can actually use.
