Two buffs/changes for two support champs (clubbing so both are in 1 post)

Hello!

I recently went back to Bard and Karma after a small hiatus, and I felt the following changes would really help the champs out.

Karma: I realize they are reworking her, but can we please PLEASE have her empowered Q be area cast-able ( like Lux's E, I don't know how to describe that)? It is so FRUSTRATING to have that one minion move last second to make your ULTIMATE look, just, plain silly. I realize the numbers will have to be adjusted and it'll probably have a longer travel time, but its worth it. imo.

Bard: Can we have his healing shrine's (W) power-up time scale with cool-down reduction? I don't understand why the ramp up time should be 10 seconds at all levels and throughout the game. Its only three shrines, and they can be destroyed. Would it be so imbalanced to have their ramp up time go lower with cdr? Why isn't this already a thing?
