Inconsistency regarding Syndra's R targeted ability nature

In Patch 7.7, this 'fix' was released:

  • Bug Fix: Cooldown is no longer reset if the first cast was interrupted (the interrupted cast dealt no damage but still spawned three spheres).

This is inconsistent to how targeted abilities are treated in League of Legends. In general, there are two components here:

I agree that an interrupted ultimate should not generate dark spheres (as it has no valid target from which to generate them on, thus performing as normal).

However, if a targeted ability fizzles entirely because no valid target exists at the time of cast, it is normally reset to full. This effect can occur on champions like Veigar, LeBlanc, Talon, etc (literally any targeted ability), though unlike Syndra, their ability check windows are much faster (due to much shorter animations). There is valid gameplay power behind this, as anything capable of interrupting Syndra's ultimate on a split second cast can completely fizzle her ultimate, which makes her an outlier in regards to how this rule functions.

For those wondering, this is not the window when Syndra is firing her Dark Spheres. This is the window when she is drawing them inward to fire them, which is around 0.25-0.40 seconds, typically. Before this change, if any target during this wind up animation became invalid, her ultimate didn't fire (and usually didn't generate dark spheres, which is the bug I suspect), and refreshed to full as all other targeted abilities do.

If this is intended to be a new rule for all targeted abilities, that is one thing. But, this is not a bug fix, it is a game balance change. So, does anyone know what way is cutting what?
