Is he a lane bully that falls off or a "typical" AD carry that needs 3 items to really go to work?
I think @Riot should chose one or the other and just change him accordingly so that he's playable (without feeling like a troll).
I don't just wanna rant and leave so here are some suggestions on how I'd do that:

Unleash crit Lucian (make him scale better without being 2 items OP): reduce his passive's interaction with on-hit by the same amount as the AD reduction (like some kind of
's W) => reduce the

power spike
make his ult to shoot the same projectiles has his passive (like some kind of 
's Qs) => ult crits, life steals and gets blocked by

Unleash bully Lucian (give him early power back but let him fall off accordingly): increase his base damage and reduce his base scalings lower his early game mana costs and increase his late game manas cost (make his mobility mana reliant)
