Ahri's Charm Can't Stop Leblanc Dash Anymore but Quinn's Vault Can?

I thought the whole reason that Ahri's e got nerfed was because she was a jack of all trades? Too much damage and mobility so blah blah blah we gotta nerf her somewhere. Meanwhile Quinn who has a range blind and a w that reveals enemies plus her ult giving her stupid movement speed and her e can also stop a dash? And Graves still can't have a cigar....
