Look in the patch notes "Looks cool but we ran into technical issues when we launched the beta, so we decided to ship without them. That's…about all the context we have."

Yeah, meaning they shipped them in this patch, however they aren't there.

Read under that. The change states "~~Image~~ < Animated" meaning they are in this patch. They said they decided to ship the map initially without the animations. Now they shipped this patch WITH them however they still aren't there.

Same here. Just played a game to see the new victory banner and it wasn't animated. Has this something to do with my graphics settings? I think I'm mostly on medium settings.

I think they will apply it later during the patch. If you noticed it still says "beta" next to all the game modes with the new SR. They just haven't activated it yet. give sometime. it will be there. I mean the patch JUST came out.

Well, the terrain changes were activated with the patch, so I expected everything else to be with the patch as well.
