change when you can get runes

so how the current rune pages work, you get 1 rune slot every summoner level. recently riot changed tier 1+2 runes to be cheaper so to teach new players how to use runes because of their cheap costs. however. when you hit level 10, for example, you only have 3 of each basic rune slots and 1 quint slot. you can buy level 2 runes at this point, so there is not even a point to level 1 quints, as you unlock the quint and level 2 runes at the same time. Later, when you hit 20 and have access to level 3 runes, you still only have 6 of each rune and 2 quints. You cant build full pages with this and it is hard to see the effects they leave. My proposition is this. Every level, 1-9, you unlock a mark, seal and glyph. so at level 9 you have all slots unlocked. level 10 you unlock all three quint slots. BUT, to make it so you can learn how to use runes early, but not just give you free reign to get any runes, make the unlocks for rune levels PER RUNE SLOT. so level 11 you get 1 level 2 slot for a mark, a seal and a glyph. level 12 you get 2 level 2 slots for marks, seals and glyphs. level 19 you have all level 2 slots for marks, quints and glyphs. level 20 you unlock the level 2 quint slots. I can understand if the way i worded this is confusing, so ask me a question and i will try to answer it the best i can. also comment on if you think this is a good idea and WHY. i dont want those good idea/bad idea comments with no input as to why. they dont help
