I did forget smite once, and I told myself "meh, let's try it anyway, it'll be slow, but we might have a chance". But oh god how wrong was I. Without smite, you can't do anything. I was Nidalee (yes I know, it's probably the worst jungle without smite, but still), and the frog didn't give me level 2 because I didn't have the bonus XP and after that, I simply couldn't do wolves. I _couldn't _do it, with full life and pots.
Where am I going with this? A game designer should make sure something like this does not happen. If you make the game unplayable and unenjoyable for 10 players for 20 minutes if you forget something, you shouldn't be _able _to forget it.
It's impossible to play jungle without smite, so why isn't smite locked when you are jungle? Because then people wouldn't be able to change roles? Make it so we can trade roles? How hard is it to think about such trivial game designing, and it's not like it's hard, programming-wise to implement such a simple feature? Or is it that the code behind the game is so terrible that it actually is hard?
Riot never ceases to amaze with their blatant lack of game designing skills.

The "we don't enforce the meta" hasn't been true in a long as time. theyve been nerfing champs to be where they want them in the META for years. Then there is the fact that dynamic queue clearly forces you to play the meta unless your a team of 4-5. And the fact that smite is necessary to jungle even remotely effectively on 90% of jungle champs is just a further reinforcement of the meta. If your so concerned about the meta being "enforced" make it an option to turn off the forced smite. That way we stop having small lapses in memory before the game starts completely fuck over a team. There is no valid argument against giving players a feature like this

That part isn't quite correct. They have indeed been balancing around the meta, but that's not because they are enforcing it, but because it exists, and its mere existence has an impact on game design and game balancing. They didn't nerf champions because they didn't fit in where Riot wanted them to be in the meta, they were nerfed because they were driving out other champions from those positions, sometimes essentially making entire categories of champions obsolete. And regardless of whether or not Riot enforces, or even likes the meta, they have to make sure it's a healthy one.
Then there is the fact that dynamic queue clearly forces you to play the meta unless your a team of 4-5.
Dynamic queue doesn't force you to play the meta if you can convince your team to try something else. Which is literally the exact same way it has been before, just that Riot managed to reduce the quabbles about who gets which role by about 90%.
And lastly: The "forced" smite. Again, I don't agree with Riot's decisions around smite. But it isn't forced. You could still go with various tricky strategies. I know quite a few seasons ago there was a short-lived trend where the support would take smite to help the jungler early while allowing botlane to take dragon down safely even without the jungler. At the same time the jungler had a second summoner to help him gank. Maybe something like that will evolve again. And when it does, people have to have the freedom to try these things and determine whether the upsides outweigh the downsides of XP loss and lack of jungler items. It's then up to Riot to determine whether this is a niche strategy or whether it effectively removes all other strategies and if necessary make the appropriate balance changes. It's not Riot's job to prevent these strategies outright.
Look, In all of the points you are making, you are confusing Riot balancing around an already existing "optimal" strategy that was found by the players, and Riot forcing you to use a single strategy regardless of whether it is optimal or not. But finding optimal strategies has always been part of the game, and literally forcing, not forcing in the way you use the word, but 100% making it impossible to try certain strategies removes that part of the game.
And removing a part of the game for the sake of convenience has killed a lot of other games already.

You not agreeing what others say does not make their point invalid) — The solution would even be simpler if they don't want to force it: when you pick jungle, 10 seconds before the game starts, it suggests or warns you to pick smite if you don't have it. Solutions are many to this problem that has been annoying the community for quite a while now. They have yet to implement one...

Also part of it is the jungle rework (Smite buffs) (And Jungling items)
In the past you could go into the jungle at level 3 after laneing with someone for a little bit (Normally top lane) But due to the methods of the rework they did effectively make it nearly impossible to jungle without smite unless your certain champions.( ) HOWEVER with the rework they made it possible for so many other champions to be able to play jungle. (One of my favorites being 
for whom I'v figured out how to jungle with) Honestly I wish people like you would stop, it is a free to play game and it was your own fault for forgetting smite. It's so ungrateful to expect it as if riot owes you when they have given you hours of enjoyment for free. (Anything RP can buy can either be bought with IP or is purely cosmetic and has no MAJOR impact on gameplay [Yes I do understand some skins do affect it slightly but that's a different thread])
You yourself forgot to get smite. Don't blame it on riot. DON'T say somethings impossible when it isn't. Stop assuming. RIOT did what would have a GREATER benefit despite the SMALLER costs.

Remake only works if the player never connects, so he had to have purposely exited during the loading screen after he realized he forgot it, but that gives him 0 time to tell you that he will AFK because of it.

Adanim1 votesI may have a different opinion compared to most, but you should have taken the potential loss rather than have him AFK. It was his choice, but he probably did it thinking that you guys wouldn't be mad at him or blame him for a loss. However, you guys should have taken the loss and the loss of LP instead of having him AFK because he lost all of his ranked rewards from past seasons, plus he lost the opportunity to get rewards this season, plus he lost a massive amount of LP, and he got placed in a low priority queue for a high amount of games.
Though I respect him for making the choice, he should have just played the game regardless. He would've had less of a loss.

It also helped that one game their jungler forgot smite too
