Potential Janna bug - Is this intended?

If you go oom casting Q you can't double tap it to get an immediate tornado. This happens fairly frequently and it has cost me more than a few saves on a teammate.

Been a known bug for ages, sadly.

It's actually a real issue lategame when Howling Gale can cost up to 150 mana.

Edit: It might have been at least partially fixed? I was unable to reproduce it in a custom game.

I assume I haven't noticed this yet because I typically run mana regen runes on my support page. As an avid Janna player, I'm gonna go look into this.

Edit: Attempting to reproduce by running OOM, then spamming Q as fast as I can as my mana regens up to the point where I can cast it. No problems at all so far. Have reached exactly 0 mana many times now, still no problem.

There's gotta be some other conditions for this. I've tried dozens of times now with no sign of a bug.

That's kind of strange that you can't reproduce it but it just happened a few times in my ranked game so frustration post lol. Maybe it's a latency thing, since I'm East Coast so I'm usually rocking 90-100 ping.

I've tried this a few times, and it only happens some of the time from what i've seen.
