Why do magic resist items give so little MR compared to Armor from armor items?

With armor, there are plenty of items that give 70-100 armor, but the highest MR a single item gives is +55, which is item 3065 Even if I use 4/6 of my item slots to build MR items because their Rumble /Vladimir was really fed, I'd only be left with mediocre MR and I'd be destroyed by their ADC due to lack of armor and utility. Moreover, those 4 items would pretty much be countered by 1 item 3135 and 1 item 3020

Yes, I am aware that there is item 3035 as a counterpart for AD as well, but with AD damage, you're given the option of things that give 9999 armor as well as insane dps-reducing/deterring effects, like item 3110 item 3143 item 3075 item 3047

With MR, you're given item 3156 but what if I'm not an AD champion? The only other option you have is item 3102 but that can be popped by literally anyone with an active skill. Heck, almost all champions gain armor per level,** but there are some champions that don't gain any MR at all!**

I think I more or less know the reason why Riot made MR gain from items weaker than armor, but I fail to understand why. I'm assuming they nerfed a lot of the MR stats because "burst champions are useless when they can't burst" and "AD scales better than AP," but that's not entirely true:

  1. That's under the assumption that all champions that deal magic damage are bursty, but champions that do heavy dps magic damage exist (Gnar , Teemo , Corki ) By taking away viable MR options (especially for AP Tanks), you're setting us up for a world of hurt
  2. Bursty-assassin types should be waiting and aiming for carries anyway. If they build 4 MR items, then they're not doing any damage

~~ ~~ TL;DR - While there are a plethora of really strong armor items that bring a lot of team utility on top of high armor, there is a lack of reliable MR items that give even sufficient MR

From the numbers I typically see I'm pretty sure the MR scales higher than armor behind the scenes. Typically, if BV and SV aren't substantially reducing the damage you take (before Magic Pen) then you have bigger problems on your hands. Much ow a massively overfed Jinx with lifesteal can completely negate a thornmail.

It's probably because Health is stronger against most AP champs compared to AD. If you have a lot of health, an AD champ will still slash through it with Auto attacks, most of them even healing off it thanks to lifesteal.

However, an APC usually has relatively long CDs. If they can't kill you in one rotation, they need to wait a while before dealing more damage. There are a few exceptions, which are as a result hard to balance Ryze Cassiopeia
