Why do we have to wait so long?

Just a quick question: I'm a Master Yi player and i know that Yi is going to get buffed in 8.2. Now: why does Riot need so long to fix a champion? Master Yi has been bad since patch 6.9. Same thing for Voli,he has been unplayable for 2 years now and it's not getting any buffs??!!.
