Best remove all mp/5 and mana items, yeah?

Manaless champions pay mana item tax for not having to worry about resource attrition.

they actually pay with their cooldowns or in some other form.

Where would the mana go? unless there is an item that would ONLY give cd reduction, there is no way to make another build path.

Also adding any other stats would up the price too much for them to be worth it or nerf the CD reduction too much to be of actual worth.

The boots would get some MP/5?

Honestly, Lucies are one of the most cost-inefficient sets of boots we've got. CDR is typically valued below attack speed, and compare Lucis with 'Zerkers.

You can't just give them crazy CDR. But adding a bit of MP/5 would make them a bit more attractive to mana-starved champions who want that CDR boost.

Cost inefficient implies that the stats it gives equal less than the item's cost. 15% CDR is valued at 468g, 45 movement at 585, totaling to 1053. The item costs 1000 gold and is therefore 105.3% gold efficient.

It may be less cost efficient than Berserkers, but comparing the two is a poor comparison since they are built by two completely different classes of characters. Lucidity is generally an AD caster item anyways since AP casters have plenty of options for CD, while AD casters not so much (and sorcerer's shoes is generally a better buy due to better dps.)
