Patch 5.5 Rundown Thoughts

First off, I want to say I like that Scarizard and Jatt brought up real concerns and don't make this just a PR stunt, even if it all is pre-planned. I couldn't tell if it was. You asked hard questions and I really enjoyed hearing them because I felt like my thoughts were being expressed and I wasn't just being fed a bunch of stuff or listening to a bunch of fluff.
With that said, I don't know if Riot Jag will see this, but I have seen him on here a few times popping up on the Dev Tracker. I have a question regarding something he said in the video.
Jag, you said that there are times where you overshoot or you just miss and you want to correct those mistakes. Fair enough. But why do I feel that the community was overwhelmingly letting you know you were overshooting and missing, and yet it fell on deaf ears and changes to Veigar and Kassadin specifically were completely ignored? I understand PBE is more or less to make sure things aren't broken, not necessarily a testing ground, but when the vast majority are saying "this doesn't feel good, this isn't fun, you're missing the theme, etc." why do those complaints feel ignored?
And also, you said you never intentionally keep someone in the cellar, but want to make sure they're in a healthy state and can be viable, unless their kit just lacks an opportunity of counterplay and they are on the rework list (I'm thinking Poppy and her ult). This makes me question Gangplank. He's not really in a good spot, could use a cast time removal on his E, and yet he's just sitting there, being a pirate, all alone. It's like you'd rather buff/nerf FOTM champions instead of helping out those that are at the bottom of the barrel. And I know you'll reference some champs like Trundle and Urgot that were buffed this patch, pointing out that you do try to help those at the bottom. But we both know Trundle is a niche pick who will thrive in a world of tanky tops that we saw at the beginning of Season 4. And Urgot got his shield buffed, something that had been asked for for a long time by Urgot players. It felt more like a concession than a helpful nudge. But Gangplank hasn't ever been seen as competitively viable. Urgot has even had his stints of LCS play. Gangplank has been picked once by Cyanide back in Spring of Season 3...and it was in the jungle. Why does Gangplank never get any help at all? "His ult is no longer RNG we helped him!" Well, yea but that didn't really help him that much at all. He still struggles in lane and his E and passive are worthless. Give him some love please.
